Roof Permits in Sacramento County
A re-roof needs a permit and a final inspection. That is not a formality: an unpermitted roof surfaces during escrow, and buyers use it to renegotiate or walk. We pull the permit as part of the job.
Who issues your permit
It depends which side of a city line your house sits on. Sacramento, Elk Grove, Folsom, Citrus Heights, Rancho Cordova and Galt run their own building departments.
Carmichael, Fair Oaks, Orangevale, Antelope, Arden-Arcade and North Highlands are unincorporated, so those permits go through Sacramento County.
What the inspector looks at
- Deck condition, and that rotted sheathing was replaced rather than covered
- Underlayment, drip edge and valley details
- Cool-roof compliance for Title 24, with the CRRC label available
- Flashing at walls, chimneys and penetrations
- Ventilation balance between intake and exhaust
- Layer count, since a third layer is not permitted
The contractor pulls it, not you
If a roofer asks you to pull an owner-builder permit for work they are being paid to do, that is a warning sign. It shifts liability onto you and often means the contractor cannot pull one themselves.
Common questions
- Do I need a permit to replace my roof in Sacramento?
- Yes. Re-roofs require a permit and a final inspection throughout Sacramento County. Your licensed contractor should pull it in their own name as part of the job.
- What happens if my roof was replaced without a permit?
- It typically surfaces during escrow when the buyer's agent checks permit history, and becomes a renegotiation point or a condition of sale. Unpermitted work can also complicate an insurance claim.
